This was observed by this CITI Researcher and also a member of the City Of Phoenix's executive management team. 

-In this environment, the management and operational team may lack transparency as to these types of events occurring or could be an alleged part of the problem of policy, DEA, and Borders.

-Ray later presented at a favorites Gilbert restaurant sitting at a table right in front of a very chatty white parrot. No words exchanged. Just smiles.
